I find the idea that Coachella "floated" the idea of Doja Cat headlining to be absolutely ridiculous. I doubt they give a fuck. Seems more likely that negotiations are simply ongoing until everything is locked down. They shoot for the stars and see where they land.

How would it even work if they somehow did land Taylor? They wouldn't give her a whole 3 hours right?
If they didn’t give here a full 3 hours I don’t see it happening. Her fans would be pissed and it would be a waste of an opportunity I think. Coming from someone who’s not a fan but recognizes her star status and ability to perform

there's an argument to be made that at this point in time, Taylor Swift is bigger than any of Coachella's previous headliners were at the time they headlined. not saying she's bigger/better/whatever in general than Beyonce or Bad Bunny, but in terms of at this moment right now, she's arguably the most dominant media presence in the entire world.
anyway, unless they're letting her do her 3+ hour show, it doesn't make much sense. she's in the middle of a highly curated/choreographed 2-year tour, it would be really strange if she also devised a two-hour festival set right in the middle of it all.
i think she'll play someday, but the idea that people have floated that she'll use a Coachella headlining appearance to kick off her next tour in a couple years or whatever makes the most sense. cramming a festival set in one of her only breaks on an international run seems like too much.
because its not logical at all, really. like not even a little bit, for many different reasons.

Stones fans won't come to Coachella. Yes, there is a bunch of old folk communities in Palm Springs but not enough to support an whole Stones tour stop
