Idk I dont think it's cope to read into the phrasing. At minimum it's HDD covering their ass in case there's another headliner they didn't scoop. They could have easily written the headliners "are"* those three instead of "include", yet they chose not to.
I’ve accepted Doja/Lana/Tyler for a while now but I would be curious to know why it took them longer than usual to release if that’s the final headliner trio. Couldn’t have been that hard to nail those 3 down, especially if it was known by January 5.

Billing negotiations? Wasn't part of the delay last year due to Jai Paul demanding second line?

Agreed with this; I think it's HDD playing it safe, and possibly saying "includes" so as not to piss off a manager for some EDM act that's "headlining the Sahara" in their view. And ameeps claiming there's another headliner feeds it a bit. I'm still just expecting the three names we know at the top of the bill, but would love to be wrong.
