The best way to do it is to get relatively close for the act before and begin your push up front as the set is ending. People will be leaving and you can get pretty close (I did last year for Radiohead, so Tool shouldn't be a problem)
Last year I got up somewhat close for Beck, who I wanted to see, but really wanted to get up close, so that after Beck I could get a better spot to see Radiohead. Well, obviously everyone else had this same theory and no one was moving. Basically after Beck, everyone around me just sat down (typically indian style) and just waited for the show. There was no movement forward or back. The girl next to us, who seemed to be very cool, had some lungs on her, and if anyone even tried to walk up front past her, she would just yell at them to start going the other way back away from the stage. Of course this was a situation where most Radiohead fans are also Beck fans, so no one was going anywhere. If you want to get up front for Tool you might actually be able to move up a little closer since I am not sure that Tool fans are also Roots fans. Not to say that if you like Tool you dont like the Roots, but the corelation is not nearly as similar as someone who likes Radiohead and Beck
After all that, I agree, if you get there for KOL you should be able to get really close for Tool.

Those rumors are semi-true.
Technically, you can't bring a FILLED camelbak into Centeroo. That said, many folks do and it's often on the minor side of the priority scale for security folks. It really doesn't matter though, unless you want to lug it in full of booze or have an issue with the well water you can get your fill of in Centeroo.
