Well they're not top 10, but you are right...more like middle to upper-middle tier.
I apologize, as I didn't have the Bonnaroo Artist Tier Regulations Handbook in front of me at the time.
As much as I love these, especially W/IFS, I highly doubt either is EVER going to happen at Roo. Besides, I wouldn't want some Doom fake getting my hopes up and ruining the fun.

I woke up just in time ta catch Beach House's performance on Conan (drifted off durin' the interview with Eckhart) and it was really cool. Definitely gotta check out more from them now.

I like what I've heard, but I haven't heard much. I couldn't decide how well I thought it would translate live, although my sample size is pretty small.

Percy is touring next year and in MS the week before Roo.
Seun Kuti should do a late-night show like his brother did in 09. Plus Seun has his father's backing band The Egypt 80, which would be amazing to see live.

I'm all about some Beach House. I really hope that happens. I don't know anything about their live show, but I was hoping they'd play last year as a late addition or something, but it didn't happen. They seem like a perfect Thursday set.
As for Cat Power, I was kind of underwhelmed by her show in 2008. I've heard her shows were way more entertaining when she was still an alcoholic.
