i've never been more sure of anything in my life. thanks to "king" who led me to this answer with his logic on the meanings of cecilia (blind) and dress code (glasses). i did like your idea of the frames, still a good thought, but i'm 110% sure its bright eyes.
I didn't really think of either of those, I just took them in the direction of The Frames. who cares who solves it though, I just hope one of those two or something similar is correct because a) I'd take either band at Bonnaroo and b) I don't want to do 30+ pages again
But the grammar of the clue says, Cecilia's dress code: sheer. The ":" infers that Cecilia wears something that IS Sheer. So she wears something that is bright.
I follow that logic trail you just laid out, and i like it just fine. I'm just not as definite as you.
yeah: : so thin as to transmit light; "a hat with a diaphanous veil"; "filmy wings of a moth"; "gauzy clouds of dandelion down"; "gossamer cobwebs"; "sheer silk stockings"; "transparent chiffon"; "vaporous silks"
cecilia = blind dress code for the blind = glasses sheer = bright cecilia + dress code relates to the eyes can't make it more simpler than that
Sheer does not mean bright, nor is bright a synonym for sheer.
sheer1 [sheer] Show IPA adjective, -er, -est, adverb, noun –adjective 1. transparently thin; diaphanous, as some fabrics: sheer stockings. 2. unmixed with anything else: We drilled a hundred feet through sheer rock. 3. unqualified; utter: sheer nonsense. 4. extending down or up very steeply; almost completely vertical: a sheer descent of rock. 5. British Obsolete . bright; shining.
Having spent considerable time in Brighton, what a horrible name for a band >_>
Also, coincidentally, I was going to be in Brighton, MA on the 21st to see Ted Leo play a solo show, but unfortunately, he just canceled the entire slate of shows due to personal issues.

St. Cecilia is the patron saint of musicians > Gnarls Barkley's first album is called St. Elsewhere > another name for a sheer garment is a teddy > the Teddybears feat. Cee-Lo.
They're playing SXSW, so they'll be in country...
Cee-Lo Green, best known as a member of Gnarls Barkley, and Goodie Mob, sing about his cat Cho Cha with The B-52’s help. Actress/rap artist Eve deals with the hardships of rocket research. Wayne Coin from The Flaming Lips ponders over Christians and Crystal Meth. Charles Bukowski makes a comeback. ...and Teddybears themselves do their best to sort out the relation between the Devil himself and Robert Johnson, Jimmy Page, Bo Diddley and Eddie Van Halen. In brief, Teddybears are back with a vengeance. 'Devils Music' is, according to Teddybears, the album that will conjure up people’s most sinful thoughts and force their hips to shimmy and shake. We all know that the Devil has got the best songs! Teddybears have turned to a number of talented stars to realize their visions. Apart from the ones already mentioned like Eve, Cee-Lo Green, B-52’s, Wayne Coyne and Charles Bukowski, the new star rapper B.o.B. and Robyn & Andreas Kleerup have also contributed to the new release. Joakim Åhlund, Patrik Arve and Klas Åhlund, the three men behind Teddybears, are by now used to 'mixing and matching' on their albums. For example, Iggy Pop, Neneh Cherry, Elephant Man, Annie, Ebbot Lundberg from Soundtrack of Our Lives, and Mad Cobra were all contributors on Teddybears’ 'Soft Machine' from 2006. Back in the year 1991, Teddybears were an altogether ordinary hardcore band. Their ambitions were to 'broaden the generation gaps', they said in an interview. It is not as easy to state exactly what Teddybears are today. For sure, they do make some kind of rock music. But, it is so packed with reggae, kraut, gay disco, hip-hop plus many more styles that it is probably easiest just to call it 'Teddybears music'. Before releasing 'Devils Music', Teddybears want to emphasize that this album is recorded by people with instruments in their hands with the ambition that it should sound like machines. It may sound strange, but Teddybears care about things like that. In 2009, wearing over sized teddybear heads and armed with an enormous PA system and lighting rig, Teddybears took Swedens biggest rockfestival, Way Out West, by storm. Those who were in the tent that night won't easily forget the show. The warm up took place the day before as the tourist boat 'Paddan' was transformed into a floating stage on the canals of Gothenburg. Because of the chaos and crowd outside the Way Out West show, Teddybears held a free show at Berns Salonger in Stockholm a few weeks later for those who had missed the spectacle. Despite the heavy rainfall, the line stretched back an entire city block.
I guess I could see it meaning Bright Eyes but it doesn't "click" for me like it has for some of you. For lack of any direction otherwise, I'm going keep playing with this one.
Some noteworthy anagrams:
A Coerced Chiseler Disses A Coerced Chiselers Sides A Coerced Crisis Heedless
I don't have any guesses yet for what they might hint at but they might mean something.
Also, I think that the use of a colon might mean something.

i think i might be on to something but I don't know where to take it...a shroud would cover someone's eyes which would blind them, and could also be considered sheer, maybe both the pieces of the clue work together like that
Just chiming in because I'm not so convinced of the Bright Eyes guess.
St. Cecilia is patron saint of musicians(has already been discussed)
But the Sisters of St. Cecilia might be of interest. On the Wiki page it says the following.
The Sisters of Saint Cecilia are a group of women consecrated religious sisters. They are the ones who shear the lambs' wool used to make the palliums of new metropolitan archbishops
So I'm thinking that might have some significance.
St Cecelia= Patron saint of MUSIC Sheer Music is a record label in souf Africa focusing on domestic and International club/dance/trance tracks. It's a stretch but if you reword to Sheer Cecelia (music) dress code: you get Sheer Music's dress code...trying to do this all from my phone and this is as far as I have gotten. Thinking way outside box but do we have a DJ/Lunar clue?
