I have a couple more thought processes.
Neil Young? He's a pioneer of sentimentality, and is kind of a wanderer, a "gypsy" type, one might say, so he lives on the fringe. (Better connection there might be helpful.) Also, not one to plateau = not get old = Young?
Also, if you interpret "not one to plateau" as a gradual rise instead, like a Hill... we could go the same place and get Dusty Hill... a member of ZZ Top.
Maybe Eddie Vedder/Pearl Jam? Last time they played Roo, Eddie was sippin on wine during the performance and waxing about politics- he's emotional about that stuff, and of course Pearl Jam has some powerful emotional tunes. They're a grunge band, so that fits the fringe part of the clue. Could be considered pioneers, as Ten is the best-selling grunge album of all time (even more than Nevermind). That brings us to the last part of the clue- not one to plateau. Nirvana's Unplugged album featured the Meat Puppets' "Plateau," so it may be confirmation that it's Pearl Jam and not a Dave Grohl or Krist Novoselic band.
News to me that Big Boi is the only person in Outkast

While that is true.. Idlewild came after Spearkerboxx/TLB. And yeah, they do solo stuff, but the speculation is there's a .0000029% chance of them getting back together.

True, but it's only February. We have until June for Andre's solo album to come out and for the two artists to get back together and create some new material. So it's very possible considering Big Boi confirmed that he would be there.
I don't think that's the answer to this clue though honestly.
Andre's solo album will not be out by June, don't worry about that. But I don't think that necessarily means they won't play together before then. The only thing they've really said is that they won't do an album together before then.
I should note that I doubt they are the answer to this clue, too >_>
Jon Anderson when a member of Yes contributed a very distinctive high-pitched vocal character to the band. And, the band is considered one of the pioneers of Progressive rock way back yonder in the '70s. (Pioneer is often used retrospectively.) Since Yes has decided not to play to Jon Anderson, he has journeyed beyond that plateau. "Close to the Edge" is synonymous with fringe.

im reallllly hoping for ryan adams/cardinals. but my gut is going against it for some reason.
or maybe, willie nelson? obviously a pioneer in music, and he definitely hasnt slowed down lately. plus the gap in tour dates could leave him somewhere around manchester. i could definitely see him playing a sunday set.

Willie Nelson came to my mind immediately. I didn't want to post it earlier because I didn't want to have to explain my logic, which is nonexistent its only intuition.
Hello, and welcome to my first post. I've been lurking here for a while and I am finally ready to make an idiot of myself, so here goes:
I know that all of the inside info points to the fact that Bowie is not going to be at the festival, but he does kind of fit the clue.
1) Maudlin - I looked up the word and some of the related words were bathetic, drippy, hokey, mawkish, and mushy. Bowie is certainly very emotional, sometimes overly so, and I believe the word maudlin could apply to him.
2) Pioneer - David Bowie is certainly a pioneer, read his wikipedia page if you don't think so.
3) Living on the fringe - He's really weird; At times, he does things just to be controversial.
4) Not one to plateau - Not really sure about that one, he has had a really long career.
Honestly, I don't know much about Bowie, so additional input would be appreciated.

they need to be more like crossword puzzles or deep hidden biographical clues, not some mixed bag of goose chase + quixotic references unrelated to the band that leads to a crossword clue to be later phonetically form half of the name of the band.

I like this one too! I was just goping to write it, and damn, there it was.. Waits outmaudlins the most maudlin of the maudlin.. and the people of Roo have been calling his name for as long as I can remember...
