No, Coachella will be the first large scale fest to announce. Hangout might be the first mid-tier fest, though.
Coachella has placed an embargo preventing bands that are playing Coachella from announcing any other Festival performances. Basically all of the Festivals share a couple of bands with Coachella so they are all waiting in the wings. After Coachella announces expect Gov Ball, Hangout, Boston Calling, Jazz Fest to all announce shortly there after.

Coachella is mildly important for hangout. It is like comparing a Major League Baseball team with a minor league team. There will be some overflow but there is no real connection. The big thing to look out for is coachella into Sasquatch, gov ball, bottle rock vs who's going overseas. Hangout is always difficult because it is too early for euro fest, but after Australia. Apr and May typically aren't being announced until summer schedules are coming out. Hangout typically grabs who is touring, don't expect any exclusives.
That being said getting the festival out 4 months before helps ticket sales. They need to come out before valentines day and the roo announcement for sure. I am thinking January 11-15.

Just trolling possible headliners tour dates and came across Santana. He starts a short tour in Nashville in late April. Then plays three shows in Florida in late April early May capped by May 3rd show in Puerto Rico and nothing after that. He is touring the southeast and the dates make him the most possible dates we have seen yet from potential headliner. Santana would be a cool get. What does everyone think?

Fuuuuuuuuck. Was really hoping for them too. I'm not getting my hopes up for this lineup at all. Just doesn't look like it's going to shake out with any bands I really want. If they get PJ and Queens that'll be enough for me to not call it a bad lineup but definitely toning down the expectations (despite the price increase).

So Panic did 3yrs in a row a OB and the then this power wielding community learned their lesson and panic headlined HO....that's schlogical...then came SCI, return of TAB, Crowes, Mule, lotus, umphreys, rre.....and the edm acts that of course have no association with a drug scene, and the reggae bands, and the hip hop........

Why do you think Hangout dropped Huka and went with another booking agency this year? I really don't want to argue about this with you because you are clearly missing the point. Nothing can be proven until the lineup drops. It's just speculation based on word of mouth.
