I feel like Kurt Vile would be too simple. I doubt we're simply looking for a band from Philadelphia. If we are, my bet would actually go on Man Man since Kurt Vile played more recently.
Going in a different direction since the statue is a woman - that gives us women of Philadephia; Jill Scott - supposed to be releasing a new album Spring 2014 Santigold Pink Christina Perri - New tour to start April 2014 Joan Jett - Just because she fucking rocks that's why.
The building is at 1901 market street, now someone find a way to link a lady robot to phoenix
The only robots we could link to Phoenix would be Daft Punk.
Laurent Brancowitz of Phoenix used to be in a 3 person band called Darlin. The band split up and he went to join Phoenix while the remaining two started Daft Punk.

Roots are another possibility. Pretty sure 19th and Market is the IBC building, so if anyone has any ideas on how to work the Blue Cross into this puzzle, it's there for ya.
Originally I thought of a song of one of my favourite bands: Augustines – “Philadelphia (City of Brotherly Love)"
I can't zoom in on the statue, but they do reference the Statue of Maria, in one of their songs. Also, their most popular song is Chapel Song, and chapels have statues, but that’s a stretch.

Janelle Monae attended a "Performing Arts School called Freedom Theatre, which is the oldest African-American theatre in Philadelphia, Pennsylvania." (Wikipedia).
