Someone on reddit thinks it might be the robot from the silent movie Metropolis, which Giorgio Moroder made a soundtrack for.
that movie came out in 1926. He was born in 1940. He did do the soundtrack for The Neverending Story though.

If it is the robot from metropolis I think people shoukd find more ways to connect Janelle Monae who's two album titles involved archandroid and electric lady... concept albums about a android from a city called metropolis. Not sure about the city thing though.

The Disco Biscuits formed in Philly. They have multiple jams referencing robots. In the "On Time" video there is a robot dancing.... Probably not them since they don't really do other festivals other than their own: Camp Bisco. However, Camp is rumored to be canceled this year...
If so she represents Industry (along with other statues atop the same building that represent agriculture, commerce and mining). Also, that building is not pictured in the clue if it makes a difference.

The Robot lady does look like the one from the film Metropolis. Lady Gaga has made mentioon of the film in several songs and in music videos. Throw in the "gay" connection with Philly, and it might be for Lady Gaga (based on her stance for gay rights).

Here's why. He's from Philadelphia. The photo is shopped and the image appears to be a robot. Will Smith was starred in I, Robot. He will hopefully be performing Big Willie Style in its entirety.

Still having trouble really linking Monae to Philly. Like if it was her why would they use that city.

I want to indulge in making a HUUUGE reach and say that freedom (DOI) and Love (city of brotherly love) have something to do with Philly and a real life version result of Cindi Mayweather bringing freedom and love to The Great Divide.
The Metropolis stuff is ALL OVER her career so far. Its one of her favorite movies, her first ep and only albums are all about a female android in a city named Metropolis.
I still can not quite buy that they would choose Philly for the clue. I would have used New York or even Atlanta before it.

Would probably need something more than that but the philly connection is there so who knows.
If we go down the "doctored" path, the the doctor that I guess is dr. Phil and dr. Phil + Philadelphia is really philly, just like Phillip Phillips' name. Point being, if the shop indicates "doctored" then it could point anywhere.
Any chance the lady is the goddess of freedom (libertas)? On the independence building, goddess of freedom, Philadelphia freedom = Sir Elton John. Still haven't heard the radio clue tho.
