Is Arcade Fire still a huge draw for the festival crowd? I must be overly cynical. I assume the majority of 16-27 year olds these days are NOT into indie rock that was big in the mid-late 00's.

I mean they wouldn't draw the crowd that a big hip hop artist would, but I think The Suburbs was big enough that a lot of us youngins got into them then

As someone smack in the middle of the demo, the answer is yes. There is a huge difference between Tool/Badu/Bjork and AF.
Arcade Fire is royalty to the anyone who likes rock in their 20's. They may not have quite as many radio hits as The Killers or Foo Fighters, but they are a huge precense. I would argue bigger than the Gorillaz, Muse, or LCD..
Now if you're talking about the CheesyEDM/Future/21P/ImagineDragons demo that has emerged, then no of course they aren't a huge draw, but neither would Pearl Jam or Radiohead in that scenario.
Sooooo, Jay Z has to be in play for this too now right?
ACL and Meadows are both Live Nation, and so is Jay Z. So unless J has a deal where he won't play any other East Coast Fest besides MIA, or they're holding off on him for Gov Ball '18, I'd say he's very likely for this.

I would be mad impressed if they scored Gorillaz and Arcade Fire. That's the start to the founder's best trio of headliners since Outkast/The Strokes/Jack White.

MIA is Live Nation too, so that could help. I'd definitely agree that we should expect him here or GB '18
