I've always thought the Killers put on an amazing show. Love their new song. I think the public's perception of them is drastically different than here if I had to guess.
I'd enjoy seeing Muse at Bonnaroo. They're one of only headliners left that I haven't seen, so it's a bit selfish, but they looked great from the Firefly stream. Why haven't they played yet?
The "Why Haven't They Played Yet" list:
Muse Foo Fighters Roger Waters Ryan Adams The Killers Dolly Parton
Who else?
It's gotta acts that tour fairly frequently (thus no Daft Punk) and represent relatively "Bonnaroo" music styles (thus no headliner-level straight up pop or country), right?
The Stones are just a giant get so it's understandable that it hasn't happened.

Tove Lo is going to get an annual Sunday tent spot like Ed Helms lol

Tom Waits doesn't do festivals, apparently.
Fleetwood Mac? Portishead? The Who?
The Eagles, Green Day, Rush, Eric Clapton, Black Sabbath
edit: took off Aerosmith and Santana because I get why they might have avoided them. also Van Morisson because he's more a get at this point.

Well, Rush is no longer touring, nor is Sabbath. Right?
I think that Aerosmith has been so tainted by Tyler's stink these last fifteen or so years that they are probably non-starters at this point.
Doesn't Clapton only play his own festival at this point? Maybe I'm wrong on that.
I can see your points on the Eagles, Green Day, Morrison, Miller and Santana, though. In fact, I worry that Green Day are inevitable at some point soon.
It's hard to gauge the 'Bonnaroo style' during this transitional period. I found myself erasing Van Morisson knowing they would never book a guy like that again. There was a point when Joe Cocker (he's dead. I know) was on my wishlist every year, this festival just doesn't feel like it has room for those guys anymore.

Edit: Acknowledging your edits...
The rumor about Clapton was they tried to get him last year but he wasn't interested

If you throw enough money at Rush, Neil Peart would get off his ass and play some gigs. From my understanding, he's the only reason they don't.
Right, but it's because of his chronic tendonitis. Plus, Roo didn't get Rush for the years that they were touring so I don't know why they'd get them when they aren't for significantly more money (if Neil would even consider it).

I mean I'm sure Rush would be a good get, but if you think young people didn't care about U2 this year, Rush would be even worse. Colossal waste of money on their end if it happened.

More than likely, yes. But I would be satisfied and I have the only opinion that matters.
But really, I know Rush won't ever be at Bonnaroo. They'll get whatever touring legacy act there is next year, it's just a boring strategy. And honestly I think that you could get a Rush show for less than what U2 cost.
I don't expect Frank Ocean to be in the top three at Bonnaroo. I haven't seen his live show in person yet, but it seems very minimal. Like he doesn't even have a live band for the most part. Unless he really stepped his production up, I think he's better for small festivals.

Good to know. I'm just trying to think of other hip hop acts besides Drake and Jay-z that could headline.

There really aren't any besides Kanye and Kendrick. They could get away with someone like Future being billed in the top 5. Doesn't have to be a hip-hop headliner imo.

I don't think anyones seen his new production. I thought he's just been canceling everything for "production issues".
