Really wish the bottom two tiers were a separate festival. Some really good stuff I'd like to see there. And somehow I've never seen Jay-Z. And I haven't seen RTJ since RTJ3... I think I'm talking myself into going.
Acts I would be excited for, by billing: Jay-Z, Solange, Run the Jewels, Sampha, Marian Hill, Stormzy.
With the rest ranging from 'meh' to 'bad' to 'who?'. Mediocre lineups are par for the course this year, and this is the stew made from their leftovers. Better luck next time.

you would be excited for Jay, Stromzy, RTJ but not Pusha?
This will sell incredibly well. This lineups moves tons of tickets in 2017, looks like a college freshman playlist. The 18-24yo crowd is going to love this. After seeing Phoenix, The National, Queens of the Stone Age, and NIN all play to really poor/small crowds at this fest over the years they went all in on their target demo.

I don't mind Pusha T - I might check him out if I were there, but he's not a particular draw for me.

Yup, this lineup is great... for anybody that actually likes music such as all the above bands you mentioned. Since they can now see those acts elsewhere rather than this shitfest.
Theres no way this thing sells out right? Its just so bad
It will definitely sell out. J Cole, Chainsmokers, Marshmello, and Migos are all wet dreams for freshmen listening to the hot 100 and Jay Z is the icing on top.
this sells out ever i year i think. i imagine it sells out pretty fast too
I know 2015 was a complete fuck up with it being sold out, then they released more tickets, and then it sold out again. 2016 wasn't officially sold out, but it definitely felt more crowded.

This 1000000%. I was in the minority there when I was psyched for The National, Phoenix, Spoon, NIN, QUOSTA, Kings Of Leon, AWOLNATION, Dirty Projectors, Miike Snow, etc. Even the Pearl Jam date in 2012 didn't sell out.

This is also the most economical way to see the Chainsmokers. College kids aren't gonna pay the $110 after fees to see them in Philly in June when they can pay $150 for a whole weekend of stuff they're into.
The EDM crowd will die for this lineup, and Jay-Z is just the icing on the cake for them. Absolutely will sell out.
Pretty much if you're booking a fest in 2017 and want to make money and sell as many tickets as possible then exclusively book hip hop and EDM. Unless you have a fest with a built in brand (Coachella/Lolla) that will sell out without a lineup go the hip hop/EDM route. Strike while the iron is still hot on the festival bubble.
If you bought a presale ticket, I dont think you have much to complain about. That lineup is well worth $100 IMO.
I don't think there's an argument that there's not $100 of stuff on the lineup - just a ticket to Jay-Z upper deck costs $100.
But the kind of festival experience you get from a city fest that books J Cole, Chainsmokers, Marshmello, Kaskade, etc. so high would ruin it for me. A bunch of 18 year olds on molly? No thanks.
