No Chicago Date. Has not skipped the City of Chicago in at least 5 years. No major country festivals in the area still to announce a lineup. Could Stapleton be the big named country act? Not sure they would repeat a country artist so soon though (2016), especially one as big as him.
Also has a very plausible Lolla slot in the tour schedule. Is playing on the east coast Thursday, Playing Minnesota on Saturday I believe. Could hit Chicago on the way to MN on Friday. (Plays THU-FRI-SAT essentially every weekend)

Your dates are a little off. He’s playing WV Thursday and NJ the next Friday. Still available for Lolla, but the routing is strange. He also has a Peoria date.

Yeah he goes from WV Thursday - Off Day - Minnesota Saturday. Its not on this tour schedule. He was announced at a Country fest in Minnesota that weekend. So from there he heads back to NJ. Its an interesting routing but I mean definitely in the realm of possibility.
I saw he does have that Peoria date but I'm not sure if artists consider that "Chicago" or not. Within the last few years he has played Illinois multiple times a year and always including an actual Chicago date. He's played Moline, Springfield, Bloomington in addition to his "Chicago date". Last time he played Lolla in 2016 he also played Chillicothe which is near Peoria.
Not saying this is all likely given I haven't seen a repeat country artist at Lolla. But the tour date pattern/schedule definitely makes sense.
Booking Chris Stapleton at Lolla in the year 2019 would be extremely weird, and that is coming from someone who both saw Stapleton and went to Lolla in 2018. Anderson East who toured with Stapleton in 2017 played the south stage in 2018 to about 300 people
He’s playing a fest in Wisconsin that’s less than 60 miles from Chicago in July. My guess is that’s his Chicago date or he announces a show at Wrigley in the near future.

There were a lot of people at his show in 2016 from what I remember.
Ariana Grande * Childish Gambino * Tame Impala * The Strokes Cardi B * Bon Iver * Skrillex * Weezer

I know there shouldn't be much relation between Coachella and Lolla but with me attending Coachella for the first time this year, this would be the easiest pass on Lolla in a long, long time. Even being local. There would have to be some bright spots in that undercard which hasn't been Lolla's strength recently. Hopefully it's different from this.

I’d personally be stoked for this top 8. Cardi, Bon Iver, Childish Gambino (or potentially a Perry’s/Grove act if they’re really cool) and then either Tame or Skrillex would be awesome for me. I’ve only seen Skrillex and Bon Iver out of those, and I’d definitely love to see them again.

Conversely, not everyone from Chicago goes to Coachella!
Oh I know. It's just personal preference. Would be weird to be THAT aligned with Coachella but given the way they had to replace headliners I could see it.

Tenacious D just announced some tour dates that make them seem suspicious, but they don’t really seem on brand for Lolla.
They're on brand for early Chicago Lolla's, and would match up nicely with the Foos, BUT the only day that would work is Thursday (I can't see them playing 4 days in a row), and Chevy Metal has a gig in MN that day, so you can't pair them up. That said, it does free up Dave to potentially hop on the drums, assuming he's not cameoing with Chevy Metal that day.
The D also played Chicago twice last year, which certainly doesn't rule them out, but diminishes how suspicious this looks.
