While I'm not a massive Foos fan, they deserve a do-over after their sound issues in 2015. Maybe it was only weekend 2 that suffered it, but I walked out after 30 minutes because I couldn't hear a damn thing, and I was left of the soundboard.
If we follow the cycle of the past two years, we're gonna steal two headliners from the Lolla 2017 lineup. Their top 3 in 2017 was Chance, The Killers, and Muse. The only one I would be okay with is The Killers, but it's definitely too soon for them to be back.

I can see muse back as a headliner they frequent acl a lot pre 2014. Chances new album is fire so he’s welcome to come back and headline since I think last time he played was on a smaller stage mid day.
At this point they could just redo the 2017 lineup and call it a day. A Jay-Z-RHCP-Chance-Killers-Gorillaz topline would still sell pretty well in 2020.
Has Vampire Weekend headlined anything other than Okee 2020? Seems like they’re very clearly a sub for the big fests at this point.

They closed a stage at Lolla in 2018. In those kinds of situations with more than one act closing a night, they’re still “headliners.”

If I recall, VW were a 6pm act in 2013 on a day that also had QOTSA closing a smaller stage and Arctic Monkeys playing opposite. Granted, that day was also stacked as hell. I feel like they'd be a Billie/National name that gets the big font on a poster but still plays in that early evening spot.

Florence is taking a few years off, and likely a longer break than usual. LDR feels like the safest bet for the female headliner pool, but who knows, 2020 could give us another Billie or Lizzo that blows up astronomically.
One of post/Cole has to be a main closer, tool makes sense, Rage/Acdc could happen but idk, Lana makes sense, Chem/Massive are likely long shots, Kylie/Miley could fill that Robyn/Musgraves spot, Tyler/VW seem likely.
Getting Radiohead > Jay z > Paul/metallica > GnR/cure makes me feel like they'll knock it out of the park as far as the #1/legacy but Rage would be just something else.
Post or Cole would be great. Both haven't played ACL yet and both put on great shows. However, Post is playing Erwin in March (not sure if that rule's him out) and Cole hasn't announced any more dates yet.

NGL the last time I went to the Houston Rodeo (which was like twelve years ago) I saw Maroon 5 and I remember it being pretty good lol. Not that I'd really ever make an effort to see them again.

I really don't think it would sell well. Jay would have to be a "rarity factor" thing, because 18-maybe even 25 year olds don't give a shit about him. Chance is really struggling to move tickets for his arena tour and poor recepted album, Chilis & Killers are just way overdone, and the Gorillaz have lost the mystique.
Would I be excited to attend a festival with those headliners? yeah. would it sell quickly? highly doubt it.
