So given that I cannot make the DC date for Tame Impala, I am surprisingly getting excited about the prospect of hypothetically seeing them at Firefly. Here's hoping the rest of their day will have some worthy names.

Lil Pump is a guilty pleasure, so I'll accept that.
Best case scenario would be a subheadliner on the main stage that's good too and similar to those of this year (caliber Tyler, Death Cab, Vampire Weekend).

Firefly usually gets a couple good 2nd line acts like MGMT or The Shins. They always end up playing at the most inconvenient times though, usually on Sunday right before the headliner and against another good act.
So with Firefly not dropping before Coachella, I think it’s likely that they have a fair amount of Coachella acts and maybe even high up Coachella acts. If the attendees of this festival weren’t so broken by the past couple of years, there would be some legit Frank potential hype here

True, but Hangout also came with Sigur Ros and it seems that 2017 was an outlier for them with those type of bookings. Firefly certainly has dabbled with that category names such as Snail Mail and JPEGMafia, but I wonder how risky Frank would be for them.

I honestly don’t think Frank is that risky. All of my friends are college-aged, including myself, and I’m telling you that they would freak out if he was on the lineup. They would buy passes instantly.

Frank could play Firefly, but I'd expect him to have have come up on other festival lineups and general rumors for that to happen. I don't think Firefly would just "out of nowhere" have Frank booked to play.
