We should do a round this draft that's acts/artist that have never played live. Seems like this is the most appropriate draft to do it in.
It was discussed but we'd have to figure out parameters as to what would be considered an act for these purposes. How many songs would they have to have recorded together to be considered an act? Would they have had to actually physically recorded together to qualify? Etc.
As far as fairness, it could be a randomly ordered twenty-first round.
Maybe a full studio album? Not sure if that's too restrictive or not but I think there needs to be more than just a couple of songs.

One minor suggestion, but it's up to you. If we're going with acts that's not been active since 2010, maybe let's remove the minimum set requirement? This would be the first time acts that haven't performed at all are eligible drafted, and they're not that different from dead or broken-up acts. It could be interesting.
My concern is that it would lead to studio-only performances being considered active such as Queen & David Bowie, Paul McCartney & Michael Jackson, maybe somebody want's to argue Daft Punk & Kanye West, etc. Also, you would lose the common songs rule to protect against biter picks because you'd have no setlists to draw from.

rethinking this one - did they ever actually play shows as Ella & Louis? Only shows I'm aware of were the 1956 Hollywood Bowl shows, and that wasn't Ella Fitzgerald & Louis Armstrong, they just both happened to be on the bill with a bunch of other acts.

They preformed together at the Bowl but only two songs. Wikipedia says they played live otherwise but I can't find a source for it other than some videos on different shows. So I'll repick Louis Armstrong solo

Lol Louis & Ella was one of my infinity headliners, but I did also take them before Louis or Ella went solo so idk if there's some weird rules about that specifically

Nah it shouldn’t have been allowed at all it seems. No evidence of a full live show.

To be fair, with a LOT of these acts, it's really hard to pull actual/verified data on shows. Re: Ella & Louis, Wikipedia makes it sound like they played a series of shows together at the Hollywood Bowl, but it was basically a split show - the first half was headlined by Ella, the second by Louis, then she joined him for 3 songs. But again, for a lot of acts going back even as recently as 20 years or so, things aren't documented as well.
