The alternative is killing the Inspector during the Day and letting an innocent die at Night. That is unacceptable to me.

I still think there's a possibility it might've been NBF, so Rooconteur may or may not be Mafia.
If it was NBF, then Higgi is the last surviving Mafia. The game could possibly end (such a splendid thought, isn't it?) by voting Higgi off off. I'm absolutely positive about Higgi being Mafia.
If the game ends with Higgi's death, NBF was the 3rd Mafia and not Rooconteur. If the game goes on beyond Higgi's death, I think Rooconteur is the most likely living player to be that 3rd Mafia.
