Just chiming in because I'm not so convinced of the Bright Eyes guess.
St. Cecilia is patron saint of musicians(has already been discussed)
But the Sisters of St. Cecilia might be of interest. On the Wiki page it says the following.
The Sisters of Saint Cecilia are a group of women consecrated religious sisters. They are the ones who shear the lambs' wool used to make the palliums of new metropolitan archbishops
So I'm thinking that might have some significance.

SHEER and SHEAR have two different meanings. I don't know why the clue would feature one and mean the other, but I suppose its possible, these clues are pretty quirky.
Simon & Garfunkel "Cecelia" - sheer can mean 'uncovered' meaning them there playing it, not someone else (considering how many bands that have been to roo and covered that song, Local Natives, etc.)... Also...Garfunkel had a 1981 album called 'Scissors Cut' that was a failure, so he at that point reunited with Simon to tour, as a result of 'Scissor Cut' failing.
Ok, how many times can people guess the same thing? Obviously, not everyone is reading the whole thread...? Let me just ask one more question here...how many of the clues in prior years have had the actual artists' song title in the clue???? I'm pretty confident in my guess of ZERO! I'm not trying to be a dick, but it grows very tiresome to read the same guesses over and over. I'm gonna go out on a limb here and say IT IS NOT SIMON AND GARFUNKLE....OR PAUL SIMON...I'm positive a lot of regulars here will agree.
11/2/19: Tool 5/17/19: Blues Traveler 5/9/19: Tool 11/10/18: Tenacious D 9/20/18: White Denim 7/23/18: Radiohead 6/4/18: Jack White 5/20/18: Tool 5/18/18: A Perfect Circle 5/18/18: Alice in Chains 5/6/18: Blind Melon

I think Scissor Sisters and Cut Copy are both possibilities. Scissor Sisters are a bit of a better fit, but it took more stretching to get there so it's a trade-off in my mind. Especially with no other solved clues to give us an idea of how stretchy this year's clues are.
Unfortunately, if we really do have it narrowed down to two, there's pretty much nowhere we can go from here. There's no way Gary Chardonnay or anyone else can give us any more feedback without effectively confirming an answer, so I think we've pretty much hit a wall on this clue.
Still, I'd be thrilled if we could get every clue definitely narrowed down to two possibilities like this!
I really don't think we should put all of our eggs in the "scissors" basket. The fact is, the clue still says "sheer" and not "shear," and Gary's response to Karosko's tweet is very non-committal. It could be Cut Copy/Scissor Sisters, but all I'm saying is that we should re-think what theories are the most sound. Even if the clue said "shear" I still couldn't really fit it in with the whole "Cecilia's dress code" part of the clue.

but then again,
I'm sure that if we are wrong about Scissor Sisters/Cut Copy, gary Chardonnay will throw us more info. Until then, pick one. I'm giving the sisters a slight edge.

I agree that Gary Chardonnay's response doesn't 100% rule out any non-scissors answers, but the truth is I don't think I've seen any other answers that sound logical to me.
I don't think it matters at all that the tweet said "sheer" - it would have to, "sheer" is what makes the dress code thing coherent. There's no reason the sheer/shear homophone couldn't be part of the clue. And if you think backwards - if they had "Cecilia" and "shear" and needed to somehow connect them into a clue, "Cecilia's dress code: sheer" might be one of the easiest ways to do it.

I know the clues usually don't include comedy, but I saw someone on Twitter guessing Paul Scheer and it makes as much sense as anyone else we've come up with. Cecilia=Paul Simon and Sheer=Scheer.

Ah, yeah, that's the only thing I've really seen. I'm not 100% sold either - it does work, I'm just not sure about the idea of the clue turning into a wikipedia treasure hunt, y'know?

I think Cut Copy is more likely, solely because they're coming out with a new album next month (and it just leaked today, I hear it's pretty good). What have the Scissor Sisters done lately? I mean, I suppose they released an album last year, but I really think Cut Copy is a better fit, and that should be taken into account when deciding who fits the clue more, you know? If it were between Cut Copy and like, Gucci Mane, it'd be pretty obvious.

just a side note on the scissor sisters: they put on an amazing live show so i really, REALLY hope it's them...also they are doing a lot of solo shows outside of opening for lady gaga so i don't think having to have both is going to be an issue (at least that's what i'm hoping)

alright here's a long shot and i disliked what i found (for my final result) but here we go.. the blood brothers had a song called Cecilia And The Silhouette Saloon. Band broke up in 2007. member Johnny Whitney, along with his wife Amy Carlsen, started a clothing company and they have produced shirts for Panic! at the Disco, Thursday, and Rocky Votolato.
Since P@D is coming out with a album in march which most likely has a tour following it.

this is all i have for this clue as of now.
Hate to say, I saw them live and it was pretty great.
