When? I've been every year since 2004 and I don't remember seeing her in the line up. Could be wrong, though....

I would hate for the answer to this clue to be RHCP, simply because they all used to be IV druq addicts and that part of the clue would be a total party foul.

Couple thoughts:
My initial guess was AVICII. I think he's a lock for the festival this year since there are very few DJs of that scale not already committed elsewhere (same with Diplo/Major Lazer). My thought was push the IV refers to pushing it into the word, but I can't make it work.
Second thought was that coming of age might refer to a bar/bat mitzvah. Either would have the same "a,i,a" vowel structure. Again hit a dead end.
My final thought was Neil Young. Needle and the Damage Done is one of his best, and following the vowels, a,e,i,o,u, Y-oung, to the coming of age, being young is when age comes to you. I think this is a stretch since Buffalo Springfield played last year, but Neil did just report recording with Crazy Horse (and the pending Buffalo Springfield tour sounds more and more dead every day).
I'm thinking it might be tUnE-yArDs. All of the vowels in the stylized version of the name are capitalized, she's just gotten very big recently so perhaps that's the coming of age.
As for the IV, I was thinking of this musically. tUnE-yArDs has two saxophones, a tenor and an alto. A tenor is in the key of Bb, the alto in Eb, these are a fourth apart. Also they're being "pushed in" as they're fairly recent additions to the band.
