Pearl Jam looks to be a good bet. They were in negotiations to headline last year but ended up playing festivals in Europe. I could see them doing a one-off for a festival. They have done that in the past for festivals like Lollapalooza and Bonnaroo and Gov Ball would make sense.
Other ideas on who could play:

Well they did say in the Reddit AMA that last year they were trying to get Pearl Jam to headline. So maybe theres hope!
I know for a fact after Eminem will not be headlining this year because they are still pissed about him pulling out at the last second last year. Which I think is great news.

anytime a festival doesn't have Eminem as a headliner it will increase my chances of being there.
Also my big hope for the festival this year (apart from the usual hopes) is that they step up the after parties - being in NYC with all the great venues and a presumably solid lineup, I think they could really do something special. They definitely stepped it up a bit last year, but could still see much improvement. Will always be jealous of the lolla aftershow setup.
I'm surprised we are getting (presumably) lineup clues already.. Does this mean an early line up announcement or just a tease? Maybe they'll do a few per week all the way to January?
They had Conor Oberst's song "Governor's Ball" playing in their Snapchat story. Not sure if that means anything other than the song being named after them.

Dates announced: June 5, 6, 7. Early bird tickets go on sale thursday. Looks like they jacked up the price this year. Early bird is $285 (last year my early bird was $170).

Woah, $285 for a non-camping fest, and it's the EARLY BIRD price?? Did they get The Rolling Stones or something?
I wouldn't be surprised if they snagged a significantly more star-studded and overall deeper lineup. Gov Ball has been expanding it's lineup (talent-wise) at a drastic rate the past few years.

I don't mean that they are expanding in terms of size. Just that they might be getting better/more expensive acts and therefore charging more money.

Zola Jesus just announced a North American tour at the beginning of 2015 and they didn't announce a date in the NYC area. I could see her performing a set at Gov Ball this year.
I'm guessing that the raise in ticket price has more to do with them deciding to keep the festival small, capacity wise. Doubt they booked a mega act or anything. I know last year they were well aware of the crazy lines and how hard it was to get around.

I doubt they are trying to keep the festival smaller, capacity wise. Its a business, the goal is to fit as many people as they can to make the most profit. They probably just raised the price because they know it will sell out regardless.
Also yeah, they certainly dont like Eminem. I remember in the reddit AMA last year they blew up his spot by announcing his stadium tour with rhianna, months before it was ever officially announced.
