Mayyybe. If I remember correctly, they had trouble locking down one artist last year, which made it super late. Fingers crossed for quick conformations and a full lineup. They broke it up several years ago and I wasn't a fan.
Edit: Going to guess it's in addition to since their Facebook page says 12 venues and they currently have 11 on their website with Raleigh City Plaza being one of them.
Very true. Super excited about that. I'm also stoked about the sound aspect, as well. City Plaza is fun but not the greatest acoustics. Truth be told, I've walked away from more than a few headlining sets because of that.

longtime lurker swooping in on this one. will smith speaks the line "you know elvis is dead, right" in men and black (he also says "elvis has left the building" in independence day, but no way REM is getting back together)
the men in black soundtrack features Nas, Snoop Dogg, and D'Angelo, all three of whom could be prospective headliners, and I'm pretty sure the latter was almost confirmed last year. so yeah, take that how you will. with Nas slated to make a comeback this year I would say he's the most likely.
