I definitely see Vampire Weekend coming back for this one. Seems like they love repeats (The Strokes, Kanye) and VW is a big NYC band that has the indie pop vibe they usually go for. But you are right, I definitely think the conflict with Panorama is gonna make next year's lineup much harder to predict.

What the heck makes you think that? When have Governors Ball ever gone with a safe pop headliner (besides The Killers)? Governors Ball would never fall to any of those four. I'm willing to bet on it.

Maybe they bring Phoenix back in a HLing spot if they get an album out before then. Bon Iver, the xx, Justice could show up, don't know if any would HL. Jay Z or Macca would be cool. Springsteen maybe?

They're in partnership with Live Nation now, right? If so, Calvin or Sam Smith is totally realistic. Also, Radiohead is at the age where they only do 1 round of touring per album so wouldn't count on them.
POSSIBILITIES:
Pearl Jam - Gov Ball seems to have been after them for years. They're old now though so....not sure they'll be out unless there's a new album to promote Beyonce - Similar to PJ, Gov Ball has been after them for years. Better fit for this vs. Panorama Vampire Weekend - To go with the whole repeat thing Jay-Z - Live Nation connection so...maybe? NIN - I would love this but don't see them being a fit with the demographic anymore (sad, right?) They could maybe close out the smaller stage but I doubt Trent's ego would like that. The Lumineers - Big enough to close out the smaller stage? RHCP - Usually save North America for later after their new album has sunk in. Still relevant to a younger crowd. Paramore - A left-field smaller stage closer but actually fits. I'm sure this would cause a ton of bitching from this board though. Sigur Ros - Another potential smaller stage closer?

Haha yeah you got me there. I guess I got optimistic because I know they were close to having both Kanye and Arcade Fire there this year (my two all time favorites)

I really doubt Radiohead will hit the NYC area again. Aside from doing a 1-off at Roseland during the last promotional phase, they don't usually travel to North America 3 times in an album cycle. Those MSG shows sold out quick and they are doing underplays everywhere else so...maybe?
Side note, why do Pearl Jam and Radiohead resist playing stadiums? Would allow for the actual demand to be met.

My prediction:
Radiohead - J.Cole - The xx
European festivals have already put bids in for Radiohead next summer, so they could certainly consider booking more shows for 2017. Their current tour has so few dates that it makes sense for them to return (I'm betting their current schedule has to do with not wanting to spend long stretches away from family). J.Cole basically graduated from the Headliner Academy this summer with his Lollapalooza spot, and Live Nation will probably arrange for him to do more fests next year. And The xx has only increased in popularity since 2013, with Jamie xx keeping them in the spotlight as well.
Regarding all the other suggestions/comments,
Pearl Jam & Radiohead in stadiums: The former is playing baseball parks this summer, and the latter is most likely concerned with bad acoustics in anything larger than basketball/hockey arenas. NIN: Perfect closer for the Honda Stage, assuming that the production would fit. They played as a second stage closer at Rock am Ring 2014, so there's a precedent with not being top dog on the bill anymore. Beyonce: Still a Made in America exclusive? Unless she divorces Jay Z, at which time all bets are off. Vampire Weekend: Would they book them so soon again after all the criticism this year about repeat headliners? Sam Smith/The Weeknd: Sure, totally possible with Live Nation and their respective crossover appeal. Calvin Harris: Deadmau5 is a more quality name, but also failed to be a compelling headliner. Don't think Harris would do any better, but can't underestimate his popularity as well as that his show needs to be at a large festival rather than an amphitheater/arena. Arcade Fire: So soon after Panorama? They'd probably book a venue tour again at Barclays/MSG if they were to return to NYC next year. Gorillaz: Would be awesome, and they do have connections with Damon Albarn. But are they good connections? His crowd in 2014 was tiny. It's a risky booking. Daft Punk: They would do their own separate Randall's Island show instead (or at some parking lot outside a stadium). Frank Ocean: Is he really that popular? Unlike say, Sam Smith, who also only released one album thus far but is known among more people. Phoenix: Their last album underperformed. No way they'll get anything higher than subheadliner again. Justice: Perfect for the Honda Stage. RHCP: Totally doable, but I could see them do arenas in the fall/winter instead.

I'm still very doubtful Radiohead would be making another North American trip given that 4/5 band members are approaching 50 and probably have families to attend to. Radiohead hasn't toured since 2012, and they only have 26 shows scheduled for 2016. Outside of festival appearances, they're playing a grand total of 6 North American shows. I wouldn't be surprised to see them hit the road again in 2017, with a more extensive South American + North American tour during the first half of 2017, followed by a Euro tour (including festivals like Pinkpop and Rock Werchter).

And I wouldn't expect Springsteen or Pearl Jam in that they both demand long set times at festivals (minimum of 2.5 hours), which wouldn't happen at GovBall. 2 hours for Radiohead is probably the maximum they'll do.
