I think a lot of people are going to show up because of Tool that wouldn't normally attend Gov Ball. I also think the fest is enough of a mainstay that a lot of those kids will show up regardless. Also bare in mind they have conflicting headliners. I am sure they will counter program Tool with an act that skews toward the younger crowd. Tool are great live and haven't played in NYC proper in forever. Itll be a really cool show; I am excited.
Last time I remember them playing NY was at the long gone all points west fest in 2009. My bloody Valentine played before them. That was the year Beastie boys had to drop out and Jay z replaced them

I haven't seen Eminem in 18 years or so (Warped Tour, Buffalo, 1999) so I have no take on his live shows any time recently. I just know a bunch of my friends who are not regular festival goers would be all about it.
I get this icky feeling GB got Eminem. Let's hope I'm wrong.
Why would that be bad?
His set at Lolla was the worst performance I've ever seen. If you even want to call it a performance. I had been waiting years to finally see him, and I was about 7 rows back in 2014: it was an uninspired 90 min of gimmicks, cheap thrills, and half-assed or lip-synced rapping. I left after 40 min. I was just too bummed out. Phantogram and Arctic Monkeys saved my Friday night. He's become everything he used to make fun of, he's a pop star not a rapper live. Lost major respect for him after this set. Good thing I left about 10 min before he brought out Rihanna(who I genuinely dislike). Shame.
I watched his ACL set which looked fun, but I was suspect that his performance would be gimmicky. I never thought I'd ever see the day that he would perform at festivals.
I saw him at Lolla 2014 and yeah, he just blows live. I think hes a pretty good rapper tbh, diff from most of the other mainstream ones out there now. Sooooo much lip syncing and would only do like 2 mins of each song. It was disappointing.

Probably a silly question, but I have to ask: what is the likelihood that Gov Ball brings back people who were supposed to play on the cancelled 3rd day?
If Jay-Z and Tool get booked, then that third headliner act should be someone who would be found on the first few spots of the second line, so I could see Lorde being squeezed into that final headliner spot. Phoenix would be billed at least in the second line this go around, probably won't be headlining many fests next year.
