That's probably the same thing people before Firefly got Tom Petty and then Paul McCartney. Festivals get bigger, offer legacy acts the money, and then get them.
Those artist had played other festivals before that. Has Fleetwood Max played a festival besides isle of wright? Have they even played a fest in the US?

RHCP/ Arcade Fire/ J Cole/ Beck/ Major Lazer/ Chance the Rapper/ Flume/ Pretty Lights
I'd be cool with this, although this is probably high end of realistic as mentioned. Especially if Beck is the same day as J Cole headlining. RHCP Friday, J Cole/Beck Sat, Arcade Fire Sunday would be perfect.
Fleetwood Mac ~ Frank Ocean ~ Green Day Chance the Rapper ~ Kygo ~ Pixies ~ Jack U The Shins ~ The Lumineers ~ Blood Orange ~ The Offspring Anderson Paak - Sleigh Bells ~ Catfish and the Bottlemen ~ Carly Rae Jepsen
This is different but I'd be cool with this too. Don't know how realistic Fleetwood Mac is though.
Okeechobee recently followed Porter Robinson and Snails on Twitter.
If their lineup is reflective of their follows then they are going to have a great lineup. Radiohead, Arcade Fire, Chance, Porter, Snails, and probably more but I didn't feel like scrolling any farther.

Radiohead fell through from what others said. I could still see the others on board though for sure.

Bummer on Radiohead (didn't go through and read the previous pages). Still looks like they're aiming really, really high with next year. Hopefully it all comes to fruition.
I feel like most US festivals have gotten "too cool" to waste top tier spots on acts that aren't mainstream and don't book the David Byrnes, Nick Caves, and Manu Chaos enough anymore. But given Okeechobee's draw from Tampa and Miami, and the fact that their vibe seems to be a little more eclectic, Manu Chao could be a legitimate booking.
Not very familiar with the rules on this, but would a band playing at a radio station festival in Tampa (about 2 hours away) in December rule them out for Okeechobee in March?

If they're already announced before Okeechobee, probably.
Looked at last year's lineup again last night and was racking my brain on what mid-tier classic rock acts (not necessarily headliners) that might make it on?
My prediction for potential classic rock headliners would be Dead and Company and Stevie Wonder, but can't think of somebody at Robert Plant or Hall & Oates stature who might be on the 2nd-4th line of the lineup.
