J Cole isn't playing, no way they booked waters and Wilco has and would headline this fest. Out of what you suggested I would say best case top line would look like
Tom Petty/ Childish Gambino/ Wilco
That would be a nice set of headliners for Forecastle and would have me interested in making the trip again (went back in 2014).
couple of predictions about forecastle i'm making before the lineup is out.
1.) the strokes are headlining. they're expected to tour america next summer haven't hit the midwest & have had only 1 date in the south (shaky knees 2015) since their comeback (i know louisville isn't in the midwest but it's the most northern city in kentucky so it kind of hits the region touring wise). if they have a deal with ac, i feel they're going to play forecastle because they aren't big enough to headline bonnaroo but can headline forecastle if they get booked to play a date the midwest/south region.
2.) flaming lips are back. they love the festival & 2013 was the last time they played. they're due & don't have any indiana or kentucky dates on their current tour itinerary. they could do bonnaroo instead since 2014 was the last time they played but that might be a little close for them just to come back to bonnaroo.
just my predictions. probably just wishful thinking but i thought i'd throw in my 2 cents to you guys.

So if we are assuming that two of the 3/4 headliners are Tom Petty and LCD, any thoughts on who would be the other(s)? I saw 3/4 because they usually do that double headliner / longer sets on Sunday. I could easily see them doing Jim James and Cage the Elephant as the other 2 in the top 4.
I'd like to see them get a big rap act to fill out one of those spots though. Kendrick seems unlikely but Chance or Childish Gambino wouldn't be far fetched. Forecastle generally recycles acts and/or acts that have been in Louisville in the past yearish so fitting that mold I'd love to see Father John Misty, Portugal. the Man, Purity Ring, Of Montreal....
I think The National are such a logical fit for this festival and haven't played, and doesn't seem all that likely this year.

I would think Bunbury wouldn't pull them again so soon. Already played with their newest record out. Guess you never really know though, they are from Ohio
