It doesn't look like remotely close to the same humanitarian crisis/carnage that Katrina was, but property damage/logistic damage for such a monster city could def throw a ton of monkey wrenches into being able to produce a big event during a recovery period.

I would definitely not say 0%. While I do think the chances are low of a cancellation and things SHOULD end up going according to plan, I'd still place the chances of a cancellation above 5%. Just so nobody ends up overly shocked and angry ya know? This is a significant storm where it'll take months to recover from. Water damage is a thing.
Also, weren't they planning on moving to another location for this year?
Lots of funding will be going to the recovery, and the city may deem the festival as an unnecessary nuance during the clean up. We also still have a full season of storms to go that could hinder plans.
Seems like they went from posting every other day on social media to going completely quiet for the last 6 days.
The whole team lives in Houston so I assume they're pre-occupied. I def would raise chances of cancellation above 0% as this is turning out to be a bigger disaster that originally thought.
What a difference a week makes. This thing was just a blip on the radar last Tuesday.
I imagine many of the employees were effected, or had family and friends effected by the 500-year storm, they probably had higher priorities. And posting fancy GIFs while their city's homes are no longer livable, acting like nothing had happened, would probably come off in poor taste.
I'm real curious how they are doing in literal damage control, including on the actual venue, and managing all the other questions about vendors and musicians coming in, some asking "is this still happening?" To be a fly on the wall in those meetings right now.
But again, last year's lineup wasn't out until September 14th. And I won't be bothered if they don't even have it out by then. They probably have a lot on their plate, more so than usual.

Wu-Tang had massive sound issues at FPSF (I know you know this, Maddog. I'm just mentioning for the benefit of others) and might hold a little bit of a grudge after that. It was a real bummer that it was my first full Wu-Tang show and I maybe got to see two or three songs before leaving for Jack White. I would be happy if they played DFN and things worked out better.
I could really do without Wu Tang, personally. Super unimpressive live.
I thought they were really fun and sounded good at Roo in 2013, but that's the only time I've seen them and that was my first festival so I could've been just hyped to see them
