I think Old Crow could headline or subheadline depending on the strength of the lineup (and on their day in particular). If Sturgill and OCMS ended up on the lineup on the same day, for instance, either order would make sense (Sturgill did open up for OCMS on a tour cycle a few years back).
But, hasn’t Wilco and MMJ both headlined in the past but more recently subheadlined? OCMS could easily similarly follow suit.

Agreed, I wouldn't mind Old Crow, but Sturgill is definitely higher billing

my biased, weirdly specific, and no where near accurate or all encompassing hopes/predictions: isbell hop along frank turner gaslight anthem (playing 59 sound) -- anyone else see the single day lineup they are on for govs ball? woof middle kids hiss golden messenger arcade fire old crow dawes bahamas craig finn the front bottoms -- this one is a long shot but i did stand behind brian for pinegrove last year so at least he's been there...

They are in Europe at the beginning of July (Norway on July 17). I thought that it may be possible for them to come back to the US for Newport and the North American August festivals. But given that Cambridge is after Newport, it seems less likely that they’d come back to the US for just a week or two and play Newport in that time frame. Not impossible, but less likely.

Hoping you're wrong on that but not too optimistic. I really want to see them again after Johanna lost her voice when they last played. Also, I finally got around to listening to their new album last night and it's easily my favorite of theirs so far.

Pearl Jam has a big gap from 7/15 - 8/7. Just announced tour today.
I’d take some Eddie Vedder, but not sure how confident I am.
That would make me so happy. Some Eddie Vedder and Glen Hansard. Shakey Graves tour has a big break in the summer. Both Shakey and Glen have Boston dates, but that shouldn't preclude Newport.

Modest Mouse with no stops in MA or RI. Also, playing Forecastle in July. I think they could fit in that Friday indie/folk/rock mold.
Elton John announced his next tour will be his last. I guess over 300 shows between now and 2021. His website must be getting too much traffic right now because I can't get on there to see if any dates were announced. Newport has been following him on social media for at least a couple of years so I will be hoping for this to happen over the next 4 trips to the Fort.
