I'm feeling pretty good about Hozier closing Blue with Andy on Green. Just because Paak on blue would probably also conflict with ODESZA, which seems like a weird move when you could put Hozier there
The more I hear of .Paak, the more I like what I hear. But Hozier is one of my top dozen favorites among currently recording/touring artists, and I don't want to risk missing a minute of his set by being at the wrong end of the grounds before he's on.
Honestly, Hozier should be the Saturday headliner with .Paak as Red Stage subheadliner, with Tame Impala and Odesza the last two acts on Blue.
Spotify stats:
Hozier - over 15.5 million monthly listeners
Tame Impala - around 7.8 million
Anderson .Paak - over 6.2 million
Odesza - over 4.7 million
Those numbers speak to what should be the Saturday pecking order on the poster.

Had Boston Calling known that Diplo's Mad Decent would be coming to the area, providing a much more attractive lineup for dance/electronic fans (and a couple of big rap draws), do you think they would have make some different booking choices (i.e., more rock & roll, more and twangier Americana, a few acts which existed before 2000)?
I can't help but think that a lot of people who enjoy dance/pop/rap/EDM who were considering Boston Calling but hadn't yet bought their tickets are going to go to Mad Decent instead.

BC's main demographic is people who live in the greater Boston area who buy tickets to their events, and that morphs from year to year, depending upon whom they've booked.
They care about selling tickets, above all else. And when you're a big city festival, you can move a lot of one-day passes to people who like the headliner that day. A lot of one-day passes sold in the last couple of years to Mumford, Tool, and Eminem fans.
If you think that Odesza or even Tame Impala are bigger draws in Boston than Hozier, a city whose Irish ex-pat population made Hozier shows sell out in Boston long before they sold out elsewhere, you're sadly mistaken.

Radiohead didn't license their music to Spotify until 2016, so it's not a good barometer of their popularity. The fact that they haven't been racking up Spotify plays prior to that time throws off any monthly average, in the case of this particular band.
Hopefully bad enough to give them a wake up call to book better acts next year but not bad enough to kill the fest or force it to take a gap year.
Fortunately, the festival is owned by a company with very deep pockets and a corporate head with a history of throwing good money after bad, at least as far as his sports properties are concerned. He's got a billionaire-sized ego (When a fan at a Knicks game told him to sell the team, he banned that fan from the building for life) and wants to be perceived as a winner. His ego won't let *his* music festival go under.

Even with that said, he's the 2nd most streamed artist on Spotify at the moment. I think billing mostly depends on the artists fanbase size, longevity, spectacle, and average venue size/shows sold out. Could be wrong though. I'm not super knowledgeable about billing. Just picked up stuff after browsing this forum for a while.

Hozier's Spotify numbers are absolutely inflated by Take Me To Church. I thought we were against one-hit wonders getting high billing? Can someone catch me up?

Hozier was surprisingly good at Boston Calling 2015.
But wouldn't the festival already be sold out by now if he was so popular among the local Irish-Americans?
Maybe people see him buried on the poster and figure he's only getting 45 minutes. If he was headlining, that would influence purchases to a greater degree.
In any event, he could be responsible for moving a healthy number of one-day passes, but any one act, even a headliner, isn't going to inspire people to buy three-day passes.

Yeah I'm pretty pissed about this. Moreso Black Star's replacement though, no fan overlap whatsoever. I enjoy Chvrches almost as much as Janelle Monae so it isn't a total loss for me at least.
