College football is at an inflection point because it's so boring watching the same teams year in-year out and they just happen to be the teams with the $9 million coaches and the ridiculous football facilities.
I keep trying to think whether the BCS would have been better during the playoff period, and I don't think so - I think it's a unique development of the hegemony of the sport that would have made the BCS even more unbearable.

You cannot do much about that, regardless of how much you want to pay the USC, Notre Dame, or Michigan head coach. Those places in the country don't have the talent.

California has a population of 39.5 million people, and the state of Georgia has 10M people. In the 2021 class, these states have the same amount of four stars and up players in the 2021 class (28 players), and Georgia has four times as many five star players.
Illinois has 12.5M people, they have six four-star and up players, and no players in the top 100 recruits.
New Jersey was a great football state in relatively recent history, currently six four-stars, and an 8.9M population.
New York has 19.5 M people, two players, four-stars and up.
Just as a point of reference on that last one, the combined populations of Louisiana, Alabama, and North Carolina equal 20M people, roughly the same as New York. Those three states have 40 four-star and up players in the 2021 class, compared to New York's two. The north is producing drastically fewer football players than the south. It's always been that way to some extent, but it's way worse now.
