I think the debate on acts like this all along has been timing - I've said for a while now that I'm against any group with a member who died in the last year or so, because it's way too early to tell whether that act will keep being active - especially during COVID, when nobody is really making tour plans.
I thought I would try it and see the response. I couldn't find any info that they were continuing to do anything after Roback's death
I’m pretty much going by Wikipedia. If it says “xyz WAS a _____ band” versus “xyz IS a _____ band” then it’s eligible in my book. Mazzy Star stills seems active

Well with Prop 5 passing, the interpretation of eligibility changes for acts in this scenario.
Proposal Five: An act that has released music or toured in the 2010s is eligible if an essential member of the band has died. Essential must mean a member so vital to the group that it is seen as extremely unlikely that the group will ever perform or release new music (without the deceased member) again or if the band has stated that they won’t perform again without the deceased member. Any disputes will be handled via poll or the agreement to drop the act from whoever picked the act. Examples of essential members: Neil Peart, MCA, the Allman Brothers. ADOPTED
