Easy answer is Olivia Rodrigo. She’s a star already, it’s really just up to how she and her team wants to handle it. Maybe not this year or next year but she’s absolutely getting there
Rina Sawayama - excited to where she goes with this new album, probably a couple years away but she has a fantastic stage presence and voice to begin with
Glass Animals could be headlining bigger fests if they tour next year and especially if they have a song that does as well as Heat Waves
Khruangbin seem ready for a step up to pre-hl zone, I could definitely see them headlining in a few years
agreed with all of the above, Baby Keem’s rise is meteoric and reminds me a lot of Travis’s rise. I would also say Khruangbin, PUP, Fred Again.., Muna, Denzel Curry, Kali Uchis all have decent chances

Olivia Rodrigo is arguably big enough to do it already, at least like 4-6 at a Lolla or ACL, but probably needs another album of material so she could play more than an hour before they'd book her. I bet the reason she wasn't booked this year was probably asking headliner level money but only for an hour set
I unfortunately think Greta Van Fleet could be headlining fests soonish. at least mid-tier ones. future Hangout headliner
Billy Strings is on a meteoric rise, I could see him headlining a Roo or ACL one day soon. Maybe partly depends how he goes over with the crowds at Roo and ACL and Lolla, big slots at all those, because there's a path where he sticks to more jam and alt country sort of fests (which he can probably already headline) but he seems to be going for bigger than that
What type of fest we talking about here? The big 4? (ACL, Lolla, Coachella, OSL) Or something like Pitchfork/Primavera LA? There's plenty of mid sized regional fests who already have artists like Japanese Breakfast headlining. Mitski will likely headline something like This Ain't No Picnic but I don't see Coachella happening. With the expansion of multiple weekends and more headliners (**cough ACL cough**), I think it kind of dilutes the pool.
If it's Coachella/ACL sized, I don't think half of the artists mentioned here will ever do it.

I'd say anybody who could be billed as the top names at ACL or Lolla, so like top 8 at those. This year that would include artists in the area of Metallica, RHCP, Dua Lipa, J. Cole, Green Day, P!nk, The Chicks, Doja Cat, SZA, Kacey Musgraves, Flume, Machine Gun Kelly, Lil Baby, Paramore, Kygo and Lil Nas X. So as much as I like artists like PUP and Turnstile, I don't think they'll ever get to that level. Same with Denzel Curry, I don't ever see him being big enough to even headline Rolling Loud. Beyond that, lots of artists can headline smaller festival like that HOCO Fest just announced in Tucson with Warpaint, Arooj Aftab and Mdou Moctar as headliners.
idk about Yves, opening for Florence has a decent hit rate, Weeknd, the xx, Haim, Lizzo, Billie, Head & the Heart, Grimes, Paak, St Vincent, the National, all of which blew way up following that tour, w people like Grizzly Bear, Kamasi, Perfume Genius, Christine (&the Queens) all being bigger than Yves is now

Surprised no mentions of Portugal the Man yet, their next album could be make-or-break in this category. Always been a festival fave but their last (mediocre yet popular) album bumped them up to the second line everywhere.

I doubt it. They'd need another hit as big as "feel it still" which is not an easy thing to do, I'd be incredibly surprised if they ever have a hit near that big again.
They co-headlined with Alt-J whose similar size popularity wise last year and even that tour wasn't selling out everywhere.

I think Pup and Turnstile are on different trajectories. I’ve been following Pup since they’ve been playing basements (circa 2015?) and while they continue to get more popular after every album, their music is too niche to ever be more than a subheadliner at a major music fest. Unless they change their sound and go radio friendly punk music, but I don’t really see them doing that. (4-5ish albums later and their sound hasn’t changed too much.)
Turnstile on the other hand gets a TON of radio play (at least near me). Their sound, being more reminiscent of Rage Against the Machine, can appeal to punk, alternative, and rock. I know they’ve been making music for a while, but one critically acclaimed album and single radio friendly banger has them in 6th spot on their day at Lolla. If they can follow their current album up with another both radio friendly and critically acclaimed album, I could easily see them as the next big thing in alt/rock music. Very few alt/rock bands get both critical acclaim and radio appeal.

ACL will be the better barometer. Metallica fans aren't kind to bands that aren't Metallica.
