It's not about whether I like an artist or not, it's about who will sell the most passes. With a multi-genre festival, the better known an artist is to the greatest number of people, the better they are for the top line.
Paramore may be a bigger draw on their own headlining dates than Miley Cyrus is on hers, but Miley Cyrus is much better known to many more people than Paramore, so she'd be a better choice to headline Boston Calling.

MCR would have been a strong Boston Calling booking if it was their first visit to Boston since the reunion, but not so much now. The Strokes wouldn't be a good Boston Calling headliner had they played Boston even remotely recently, but it's been 16 years and that changes the equation.
The whole punk pop emo thing plays well with the audience that's into that, but only Green Day, blink-182, and Fall Out Boy have crossed over in a major way to rock fans who don't pay much attention to punk pop emo. (Green Day is less a part of that scene than they are a band that helped to inspire that scene.)

Yes Florence was bigger than Paramore at one point, I don’t think anyone would disagree with that, but it’s pretty clear that Paramore is more relevant right now
