Well, the Pearl Jam rumor is the only one I know of with any substance. Dave just seems due to come back to the farm and we know the band is touring. The festival has had some form of Grateful Dead for the last few years (Lesh, The Dead, Rat Dog), and I just get the feeling this will be the year that they either take a break, or that we get Dark Star in their place. R.E.M. is, admittedly, my biggest guess of the three, but given that they're touring the states, they're a large somewhat classic (comparatively) rock group that hasn't played before, and that they are bringing two quality mid-major acts (Modest Mouse and the National) on tour with them, the farm seems like a logical stop. If not R.E.M., I could see Neil Young returning, or Dave playing Friday or Saturday night with the Black Crowes on Sunday evening (even though this would be a small dissappointment).
Edited to add: Scratch R.E.M. Brooklyn Vegan is reporting the following as their tour dates, essentially eliminating them from Roo contention.

I can't really think of any other bands out there that:
a. are big enough to headline b. are touring this year c. seem like they could/would play a fest like Bonnaroo d. would reunite for a fest like Bonnaroo
Not all the bands I listed are bands that:
a. I would want to play Bonnaroo b. are together/reuniting/or have future tour plans c. are typical Bonnaroo bands
But it seems like:
a. there are only so many bands out there touring b. these bands do well year in and year out when it comes to touring
So with all of that said, I think our headliners for this year lie in that list.
Could this be the year where we finally get a smaller band to headline? I think it could be possible, but I just don't know anymore. If this happens I'd have to say My Morning Jacket or Ben Harper are the closest ones that could pull it off. And with Jack Johnson headlining Coachella, maybe the people that put these festivals together think he could headline Bonnaroo as well. I, however, don't think so.
And I'm very sure that artists like Garth Brooks, Kenny Chesney or Tim McGraw would have no chance in hell in headlining ever. I think thats why Coachella came up with their country festival.
Good list you have made. Honestly, I think you could scratch the following though on the basis that I don't think they are big enough to headline Bonnaroo:
Black Crowes Deep Purple Foo Fighters Kenny Chesney Plant & Krauss (while I am sure they would be great, not headline) STP Tim McGraw Weezer
STP and the Foo Fighters are DEFINITELY big enough to headline. Especially an STP reunion show.
If we are comparing to past headliners of Bonnaroo, I would say these 2 bands just don't stack up. I am not saying anything against the music of any of these bands. I am just saying their appeal would not be big enough to be deemed a headlining worthy act from most of the Bonnaroo crowd.

All three are almost certain locks to be there, its just a matter of whether or not Jack gets bumped up to the headline slot. If he doesn't Bonnaroo is flexing its muscle over Coachella
