No, obviously two different festivals will not be held at the same time on the same grounds.
Assuming this is where you got your info, but according to a booking agency by the name of Billions, they have both Black Mountain and Sleep booked for Levitation 2016.
I just did some light looking around, and the site seems pretty legit. And those are two bands that would definitely fit the bill, especially considering Black Mountain played Levitation Vancouver this year.
Regarding the fest, you should absolutely go if you get the chance. I've been the past two years and plan on making a return trip this year. Amazing lineup with a great crowd and not too large (~5k).

I don't think the new regulations will hurt the fest too much. Music can still go til 1am on Fri and Sat, and 11pm on Sunday. The music was really only scheduled til 2am on Fri and Sat before, and usually only one band would be playing shortly after 1am. Still sucks though.
The main downside to this will be the late night campground stage they added this previous year. They had two bands play til maybe 3ish the first two nights. That will probably have to go away. Too bad, was a nice addition.
I really would like the time to be extended to 2am on Fri/Sat and midnight on Sun. But these ordinances are bullshit, there are so few people that are effected by this.

The thread title is confusing. You used the ≠ symbol, which to me means "does not equal". So I read it as "Levitation 2016, NOT Apr 29 - May 1". But then you came out with two bands that are playing. So I was confused.
I had to do some googling which is when I came across the Billions website that had those dates and bands.
I believe last year Euphoria was 2 weeks before Levitation, and it was 1 week before Levitation two years ago.

Tickets weren't super cheap, I want to say I paid $165 last year, plus another $75 for a camping pass (per person, not per car). And the bands they book aren't super big bands (popularity wise), they're just fucking awesome
There are 3 stages. One main stage, one tent, and one small amphitheater stage on the river.

I just realized I never finished my review I started writing for this years show. Will try and finish that up in the next week and post it.

I think my first sentence started the confusion. Euphoria is like a month before Levitation. I plan on going to one or the other. Who am I kidding, maybe Ill go to both.
In about 2.5 months, going full force during SXSW, Euphoria, Levitation , Hangout and Wakarusa may kill me. I think there was one other festival I was considering, along w a randon possibility for Bonaroo right after waka.

On Fri and Sat the stages go anywhere from midnight to 2am. Fri the main stage goes til 130, tent 2, river midnight. Slightly rearranged for Sat, but the main stage goes til 2 that night. Sunday the river is done by 11, and the other 2 by midnight.
I think you saw the 12 to 12 time on the 1st page? That's saying it runs from noon Thurs to noon Monday. Next page down breaks it down.
And there's no effing way they get 15k people there. Both fests have been more around the 5k mark.

Not sure what Euphoria's LN scene was like.
It was cool to have the campground stage, but I thought the better acts played in the day. I'm guessing that the they'll have bands playing after the main stages are done and it will be the quieter acts. Or they might find a loophole to make it work. But I'm saying this without reading the document, so I don't really know.

Good fucking times. I was kinda disappointed at first because they were supposed to play on Friday and they I thought the guy playing in their spot was them. I remember thinking "I thought this was a full band and not just one dude." I also really dug Gourisankar & Indrajit Banerjee. Here's a picture of both acts.

I just bought my tickets for 2016. There is ZERO FUCKING CHANCE I miss this. AnCo and FlyLo are enough to get me any where. But just look at that lineup. Fucking hell.

Dang. I was just kicking myself for not getting into Animal Collective earlier and seeing that they haven't done much (aside from Panda Bear) in a few years.

I didn't do the payment plan, but think it said it was only a $5 charge for it. They did offer it though.
And there's no better time to get into AnCo then now. They were on top of their game last tour, their LN '13 roo set is still one my all time favs. And they've had time to re-energize in solo/side projects, so expecting to kick ass stuff from this new album.
I need to go hyperventilate. Animal Collective, arguably my all time favorite band, and Flying Lotus, the best show I saw all year. Together. Surrounded by 5k other freaks ready to get weird.
