So now that Depeche Mode announced their 2018 tour in a similar time period as GovBall, we can all reflect how unfortunate it is they didn't get booked here...

I don't really think thats the type of act they aim for. Although I wish they would. It is more unfortunate to me that Roo didn't grab them as a legacy headliner.

I can understand Founders/Live Nation's trepidation given that last year with Tool did not sell out, but it would have the perfect opportunity to introduce the band to a younger audience.

What's also scary is if you were a teen-20 something during the DM craze (86-94), you likely are old enough to have high schoolers/college kids going to Gov Ball now.

DM is definitely expensive, but that could have been offset through the ticket price or some other manner (don't forget that LN could have included this in their deal for all tour dates, similar to what they did with U2 and Bonnaroo last year).
And you make a good point: GovBall could have created a parent-teenager outing by having them attend GovBall together with a lineup that catered to both tastes and would have allowed parents to introduce their kids to other types of cool music. But, alas...
LMFAO they're sticking Uzi in the tent. I hope (1) they seriously upgraded it or (2) there's some really good counter to him because (especially with Brockhampton and Aminé playing the tent, as well) that thing will not hold up
