If the Top 4 are: ____ • Cardi B • The 1975 • Vampire Weekend, then LiveNation/Founders is going to turn a niceee profit if they can sell it out (they'd get close). Can't imagine those booking fees are as high as some of the more recent headliners for this.
I wouldn't be shocked if Vampire Weekend headline, I just think it's a bit of a reach. As I've been saying, though, I definitely think The 1975 can headline. They did Barclays AND Madison Square Garden on their last album cycle. The demand is there. I don't think VW are that popular anymore, but as you said if Jack White and Phoenix can do it, so can they.
Vampire Weekend appeared to pack out Lollapalooza and had a very engaged crowd. I could only assume the same and more for a show in NY.

The 1975 are playing very big venues on their tour (United Center most notably) which points to them being a headliner. Cardi B gets the bump here because she's from New York (see: The Strokes).

if Launchpad was correct and the reason why the Gov Ball lineups were skimping was because of panorama, no. However if Live Nation wants to try to squeeze this golden goose for every ounce, yes.

Apparently, The 1975 have dates in Germany 6/7-6/9, which means if, as seems very likely, they’re playing GovBall, the festival will be the weekend of 5/31-6/2.
If the 1975 can come even anywhere close to selling out the UC (they will), they're headliners.
When I saw Arcade Fire in 2014 they closed the upper bowl. Granted the Reflektor tour was ridiculously ambitious, but still.
Festival headliners aren’t perfectly tied to hard ticket sales. Halsey did a tour that probably will have sold better than The 1975’s in fall of 2017 but didn’t headline Gov Ball 2018
Can probably confirm Cautious Clay - Governors Ball sponsored show 1/31 at Irving Plaza - he's really cool I have been following him since end of last year

Well, Ari's off my wishlist. Ending her Sweetener tour in the city 6/14 @ Barclays, 6/18 @ MSG, with room for multiple dates at each. Would've been cool

eh i think gov ball actually does well to get unique (maybe not what you mean) bookings. They got Silk City last year, Ronson and Parker the year before, Gaslight Anthem this year, etc. Its no coachella, but its pretty good for a city fest

Doubt that's the case. With those radio shows there's never a radius clause. In fact artists get paid next to nothing for those shows, it's really just supposed to be an opportunity for promotion for the tour they're gearing up for. That's why whenever you go to one of those shows there's never really any stage production.
I remember I went to 92.3's Dysfunctional Family Picnic at Jones Beach in 2001 and Blink 182 was one of the headliners. 3 weeks later they were back at Jones Beach for 2 sold out shows. And in 2016 I went to KROQ's Almost Acoustic Christmas which Kings of Leon were headlining, and they came back to the same venue a month later for their own headlining show.
But I have missed those summer rock radio shows so now you've got me all excited it's coming back lol
