Paak just announced a show at Hammerstein Ballroom in February. I'm not sure exactly what kind of draw he has, but that sounds too small of a place for him. Might be getting intimate shows out of the way and then subbing at Govball.

I really don’t understand why people think The 1975 are a headliner type draw. Jack White sells out majority of his tour dates, Multipe songs regularly play on rock radio, and does this in the states and overseas. The 1975 last tour didn’t sell out and this current one isn’t looking great atm, Are headlining their first fest ever(r&l), and barely get prime time radio airtime in major markets. I think they are right where they belong on the Hangout fest lineup as a solid second line act.
P.S. the new album isn’t doing it for me either.
You can't compare Jack's tour and theirs. Jack White only plays small theaters....his entire solo career he only tried doing arena dates twice (Madison Square Garden and Bridgestone Arena) and neither sold out. The 1975 do arenas on most of their dates, at least in the bigger cities. And The 1975 have way more songs charting on the radio than Jack White has.
I absolutely love Jack White, but I personally think he's the least interesting headliner booking for the past few years. He only gets those Top 3 spots solely because of his legacy, not because of his draw.
Not true about Jack playing only small theatre. His past two tours have been sold out amphitheater shows. I’ve seen Jack White at Sold out Merriweather Post Pavilion(23,000) two sold out shows at the Anthem(11,000). huge crowds at Shaky Knees and Beale Street. The 1975 are obviously growing but to sit here and say they can draw as much as JW is absurd. Literally look at any tour date on the upcoming 1975 tour. It’s clearly undersold. Jack White just did an entire run from May-October playing some of the same venues. just about every date sold out.

I'm suspicious of any claim that Jack White has been selling out arenas/ampitheaters in 2018. Also selling out two nights at a 5,500 capacity is not the same as selling 12,000 tickets or so at an arena. I like both JW and The 1975 but I 100% believe The 1975 can sell more tickets in North America than Jack can at this point.

Would be amazing to see SOAD on the lineup, but I just can't picture it happening.

This is true...but that day also pretty significantly undersold. The GovBall folks definitely talk up a desire to book adventurously, but I don't know that they'd want a repeat of 2017's Sunday turnout. At the least, I don't think they'd put SOAD in the headlining slot. Maybe as a penultimate main stage act or a Honda closer?
Also, I think exclusivity plays some part in it. The Tool draw in '17 was massively undercut, in my opinion, by the band booking a bunch of other shows in the eastern half of the country. If SOAD wasn't so expansive with its bookings, I could see people potentially traveling to see them. Still don't think they'd headline, though.

Yeah the dates around govball don't really work in his favor. Still odd that he hasn't announced a NYC area show yet, though. Fingers crossed he comes back to Citi Field. Just please god not Metlife again.

Lucy Dacus, Soccer Mommy, Nas, Built to Spill, Carly Rae Jepsen, Courtney Barnett, Deerhunter, Guided By Voices, Janelle Monae...not to mention Tame Impala, which hurts my very soul (I wasn't necessarily expecting it, but still).
There was some small cross-over last year (Sylvan Esso, CHVRCHES, Kelala), but I'd say odds are slim for anyone one the Primavera bill.
