Not really fair. "The headliners booked don't appeal to my tastes so is lame" does not equal mailing it in. I get the feeling many of us on this forum are growing older and are used to festivals catering to our tastes. For anyone above the age of, say, 25 at this point, your tastes are likely just not going to be catered to for events of this scale.
heres what i mean by that. If you love the The 1975, or even moderately like The 1975, you have seen them at this point. They have been everywhere. As an example of something the younger demo would like and wouldnt be mailing it in IMO, I present Cardi B or as an example from this year, Travis Scott
I get it but, at this point, every act has played this market multiple times. Acts are "Always On" at this point so there's going to constantly be new music, new tour dates. The 1975 haven't played here since MSG in June 2017 and are dropping two new albums so there will definitely be new interest. It also could be their "first time headlining a North American festival" type deal.

Well im gonna predict they arent headlining. They are pretty much 100% subbing at Coachella, and no sub at Coachella has been big enough to be top 3 at Gov Ball yet. I think that continues this year
if The 1975 headline this thing, it would be a real shame. it would be founders and live nation completely mailing it in and assuming that this lineup will sell no matter what due to 16 year olds wanting to get drunk

Your take, while scorching, is missing one key detail: Revival came out in mid-December. The Governors Ball deal, along with most of the other fest dates, was probably already inked by then. It was the same with Jack White and Boarding House Reach. At the time Founders was signing those guys, nobody knew they'd put out albums that wouldn't be well received (I mean, I love Boarding House Reach, but its reception was certainly not great). It must have seemed like a pretty safe bet.
Founders dudes are rock fans so I think they do a good job of throwing in good counter-programming for the "old" people but after seeing the crowd this year, I can't think of any reason to cater to indie/alt/rock fans in 2019.
Regardless of what the Founders dudes say about curating the lineups in their recent Reddit AmA's, it's become very clear that their partners at Live Nation have final say as to who gets to play up in this bitch.
Perhaps, but I don't think you can look at the 2018 lineup and say they didn't book for rock fans. It felt like there were two distinct tracks throughout the entire festival schedule, so much so that, for my old ass, the obnoxious teen factor was decidedly less of a thing this year entirely because almost all the sets I saw were programmed opposite something that was more for the kids.
Now, given the attendance at the sets I saw (it was...low), I don't know that this necessarily means they'll keep things up. But I don't think you can look at the lineups the past couple of years and say GovBall has taken all its eggs out of the indie/alt/rock/older crowd basket.

I agree that GovBall still has been throwing bones to other demographics, but it appears that those acts haven't lead to increase ticket purchasers (for instance, the days with Tool and Jack White headlining not selling out). So as much as the organization may try to diversify, acts aimed at young people (for lack of a better term) will remain their priority.

They did promote Travis Scott to headliner, who didn't release Astroworld yet, and he closed the Outdoor at Coachella back in 16 or 17, whenever they had him. Not a main stage sub, but pretty close. I remember in the Founders AMA they made it a point to mention they like being the fest which promotes acts to headliners. I don't know if The 1975 have a Travis Scott-like following, but going off the thought process having them in the Top 3 could be possible. Their crowd would almost certainly be bigger than Jack White this year

Personally I think they're ready to jump to the Top 3 for a mid tier fest like Govball or Boston Calling. But even if they end up being #4 and closing the Honda Stage, it won't really make a difference draw/attendance wise. In 2017 Phoenix "headlined" and Gambino closed Honda, but we all know who the majority of that crowd chose.

Yeah but Gov ball also knew that Travis was gonna be 5 at Lolla and ACL and headline Osheaga at that point. It wasn’t that big of a leap in reality. It would be like booking Cardi at 3 before she headlines North Stage at Lolla

Would attend, but I think there are some things here that don't fit. I can't imagine they wouldn't book other rock acts on the same day as Pearl Jam, to cater to the influx of PJ fans that would attend that day. Also, I kind of think the 1975 would be billed higher than Death Cab at this point in their respective careers.
I love Solange but could she really headline a festival of this size?
If anything I feel like The 1975 would be more likely to headline than Solange. Not even a fan of them but they're much bigger. I hope they don't promote the 1975 though because that would mean they'd potentially headline Boston Calling, since Boston is absent from the tour dates.

I imagine they would be opposing a headliner and not actually headlining

I get the skepticism around Solange headlining, but she's definitely capable and has/will have the resumé to back the decision. ASATT set the table for her - no pun intended - and really marked her arrival, even for those who weren't familiar with her prior. She sold out Radio City twice behind it, and she's now primed to (surprise) release the biggest album of her career thus far. If Gov Ball promotes someone, I hope it's her
Also with the success of TCV I'd be shocked if Wayne was billed lower than Solange and Jaime xx
