My bet’s on Tame/VW/J. Cole, with Lizzo as a dark horse for that third spot. If the rumors are true and she’s one of the Bonnaroo 2020 headliners, she could certainly headline GovBall.
Tame drops in February. Cardi seems to be gearing up for her second album, I can see a Founders promotion there (and would prefer her to Lizzo, personally.) And Cole seemed to tease something coming at Day N Vegas if I'm remembering correctly

I've only seen Cardi at Bonnaroo but Lizzo's the superior performer. Like far superior. It's not even close. And I enjoy Invasion of Privacy quite a lot
If you really dislike Lizzo's music I guess it makes sense, but Cardi's just not a super strong live act imo

He's alright, but I don't understand why people go so crazy for him.

This it pretty much it. It's not that I dislike her music, I just don't understand the hype. She's just okay to me. On the other hand, I had a blast at Cardi's mini Coachella set. Just a simple case of bias
From the sound of the names being bandied about, I will probably be giving this a miss again unless they get RATM and/or really stack the undercard. I like Tame, but after 3 straight years of seeing them I don't need to see them again at this point, we will see about the others! I hope they announce soon, what I do this year festival-wise is largely dependent on whether I go to Governors Ball or not.

I hear that, on the Tame Impala front. I'm kind of in on them no matter what, but what makes the prospect better this time around, for me, is that they're going to have a new record, which - presumably - means there'll be at least partially a new show.
Is it foolish to hope for rage to appear on this or are y’all just not fans?
Would love it but think it’s highly unlikely
The only thing I have to stand on saying “maybe” is because prophets of rage were supposed to play and then did that gov ball sideshow at Warsaw. So there’s at least a relationship there.

Round table discussions of “what if we went from one inconvenient place to another inconvenient place” must not be going too smoothly
They’re not moving this year. We got an official statement on it from Founders that we read on the We’re Doing Great podcast, and it said they’re staying at Randall’s for 2020.
