It's most likely either Rage or MCR, and least likely (but still likely) Frank.
The one thing I keep coming back to with Frank is that, with him and Tame Impala, it'd be two-thirds of Panorama's 2017 headliner lineup. It'd be such a weird look.
That said, I guess that, if you can get the artist everyone in the world seems to be willing to sell their own mother to see, you do it regardless of the aesthetics, so *shrug emoji*.

I just can’t see gov ball being able and willing to outspend primavera for their 20th anni. Plus that talk of him working with live nation for an arena tour. Highly doubt it.

Frank isn't playing this and has an MSG date later this year. MCR is most likely not playing. I have no idea what this hold up is about but it's very odd that Boston Calling, Gov Ball, and Firefly all haven't released a lineup by this point.

I can't remember where I read it, but I did read somewhere after the Rage-at-BC article went out that Rage was actually trying to get the festival to wait until February to announce, presumably so they could put out their entire tour schedule at once.
IF that were the case, that could be the cause of the delay on the GovBall side, too.
Of course, all of this is rumor and hearsay, so take it with less than a grain of salt. Just trying to apply some logic to this drought of east coast festival lineup drops.
I'm still holding out hope that Tame Impala and VW will play on the same day and that I won't care about the other headliners. I applaud Gov Ball for skewing a bit older but I just can't trek out to Randalls Island for 3 straight days anymore.

I had a great time at Panorama 2018 and think that their Sunday lineup was one of the best of the year for my tastes

I do wonder about this. You'd think one of the 3 perceived hold ups (GB, BC, FF) would want to get a jump on sales and just put a question mark there - especially since all 3 lineups look strong via leaks and hints.
