Ok I just looked up Tina to see what her live show is like these days. Before anyone dismisses here watch this video from at least the 2:30 mark until 6:30 (especially if you have never heard Ike and Tinas version) though the whole thing I thought was really good. If she has this kind of set design and is still able to perform like this I go past saying she could headline, and move on to saying she should headline. In fact I am about to watch it again, and maybe go through my old box of vinyl I know I had a couple of albums somewhere when I was a kid.

I would enjoy seeing Tina Turner as a preheadliner or Which closer. I would be disappointed with her chosen as a headliner, though, because of the opportunity cost.
I don't know how much of a draw she would be since you could just check her out on the casino circuit.

Is she down that low I hadn't looked? Those videos seemed like a sizeable show to me.
Ok so I did decide to be pedantic and look it up on setlist.fm, not definitive but a good source. She last played the US in Dec '08, and here are the last couple of venues and capacities. The rest of the tour was MSG, The Spectrum etc... She is certainly above a casino grade act at this point I would say.

Would love Tina, but I would almost prefer Mavis Staples and Gladys Knight. Feel Tina would have to be too high on the lineup.
I think it would be Tina without a question, look at my link and where she played the last time she played the US, or the more recent dates in Europe. If Arcade Fire played those shows I would not keep on pointing out they are not headliner material.

I didn't mean the casino circuit as a slight. At least in the Northeast, casinos are a pricey ticket and a mid-sized venue. Essentially, it's the winter venue for artists who don't want any empty seats.
I was not aware that she's still playing 15-20K venues. I'm both surprised and impressed. I'd still be underwhelmed by her being a top three artist on the bill but then again I felt the same way about Stevie last year and the place was packed to the theoretical rafters so that shows what I know!
A cursory look online for the highest grossing touring artists turned up the following female performers (by average attendance per performance):
Madonna (2004, 2006, 2008-9), 201 shows @ 28,140 per show Celine Dion (2008-9), 132 shows @ 27,424 per show Britney Spears (2009), 97 shows @ 15,488 per show Cher (2002-5), 325 shows @ 6, 153 per show
What does this mean? Not much, really, but since I looked it up I felt like sharing.
There's not a lot of top female draws (this was from a list of the nineteen biggest draws from the last decade and was not comprehensive) and really on Madonna has any potential as a Bonnaroo performer. (It should be noted that her numbers above are from three of the nineteen spots on the list where her numbers have trended up over the last five years from 16,071 to 41,716.)
Incidentally, from that revenue-based list, only The Police and Bruce Springsteen have played Bonnaroo:
Bruce Springsteen (2007-8), 100 shows @ 21,983 per show The Police (2007-8), 156 shows @ 11,538 per show
(I'm assuming touring juggernauts like the Dave Matthews Band didn't make the list due to their lower-cost, higher attended amphitheatre tour strategy.)

So I was looking at the setlists and I've got to wonder how accurate that site is, not so much from a venue/tour date standpoint but as far as setlists are going. Is it possible that she played the exact same set over ninety dates and eight months?

When you have dancers and a big setup that usually is how you do it. McCartneys tour is the same way, and so was Leonard Cohen.
