And people are positive that they'll nab Radiohead, when they didn't get one veteran headliner act this year. From this lineup it looks like they were going for a younger crowd, with the exception of Bjork. Just my opinion, bludgeon me lightly lol.
It seems to me they have interest in a lot of acts like Radiohead, Pearl Jam, etc but don't end up working out in the end. I don't think it's GovBall aiming to attract a younger crowd.

Yeah I think the lineup this year was just a result of not having any quality veteran acts available. They've said in their reddit amas that they have tried getting Pearl Jam and Jay Z in the past but it didn't work out, and that they hope to one year get Radiohead, Prince and Phish.

Do online petitions ever really work? I am legitimately asking if there have been successful cases of an online petition like this causing whatever they were petitioning to change. Anyone know of examples to point to?

Ahhh yea. I could see that. I just meant in general....not even for music festivals.
I guess it's good if you get enough signatures because it's a showing of support/numbers but are there many cases where "We got people to sign this petition and now things have changed". I never really thought too much about online petitions having a ton of power.
Just googled and found a list of some petitions that worked. Interesting.

55k people attended this year. lets say the petition gets to 10k or more signs. the mayor could realize that almost a 5th of festival goers in NY are unhappy and he may do something. or he could not care, sign the permit, and Govball goes down in flames.
