Sound persists = cheering or "ra ra" which is a form of cheering, and the persisting comes from the repetition of the "Ra". Not sure what to do with the nanny part though.

Yep, TEAMWORK! I really liked your idea, so I thought about it, and realized if they were "former" kids, it probably meant their college since they're young and formed there. And sure enough, Syracuse have a goat mascot. Too perfect! I feel so victorious right now.

I'm curious if the lack of a definite article is significant in the clue... Why just "Sun shines..." and not "The sun shines..." Could 'Sun' be replaceable with another term for the sun? Like Helios, Apollo, Sol, etc?
It's seriously not Ra Ra Riot? These clues suck. That one made a lot of sense and I don't hear anything else that was even close. I give up on these things.

Seriously, they need to just release the lineup already, I'm starting to get pissed off.
I can't connect a goat with anyone. Was looking at the Coachella lineup though and both Ratatat and Rye Rye have repetition in their names. Rye Rye has a single called Sunshine (and rye is a plant, upon which the sun would shine) and Ratatat has Ra = Sun God... I dunno.

OMG you guys I might have something. I am irrationally excited right now.
With all the recent kerfuffle over zodiac signs, maybe the former goats are referring to Capricorns who would now be Sagittarius under the "new" zodiac. That would fit pretty perfectly with the sun shining bit, as zodiac signs are referring to where the sun was when a person was born.
So maybe we should be thinking about centaurs and/or archers? Or something using the word Sagittarius itself.
