Sun shines on these former kids -one of bigest songs, "California Kid" kids' nannies and the reference to something about goats - farmer or shepherd persistence of sound persists- persistence of sound is reverb but if this persists it implies a continuance, such as a beat (I do like the tinnitus string too). = Beat Farmers
I think the Drums logic fits the clue best. But with the announcement of the lineup being released on Feb 15, is that just coincidence that also happens to be Conor Obersts birthday and the release of his last CD under Bright Eyes? Haven't seen any clues that have fit him but he fits all other criteria needed to be at the farm
My final guess is The New Pornographers. They have a song called "My Shepard" off of their new album Together. The song name fits the goat part. "Closed-eyed stare into the morning sun" fits the sun shines part. At the end of the song, "try to fail" is repeated over and over, which could fit the "persistence of sound persists" part.

Hello Rooclue lovers, loathers and dedicated sleuthers,
Though we've never done this in the past, I've decided to release to you - our loving and adoring fans - the Rooclues and answers.
